Course objectives:

Give to students a notice of fundamental knowledge for assessment of law aspects of necessary activities related with coordination of member state national social systems.

Requirements on student
|
Active participation in seminars. Elaboration of seminary work. Credit by passing a written test with follow-up oral exam.
Basic sets of questions for oral composition:
1. Common objectives and a system of EU social policy

porozumět právním informacím z různých pramenů, v nich obsaženým argumentům; pružně vyjádřit odborné myšlenky a názory tak, aby něco zdůraznil, odlišil nebo aby se vyhnul mnohoznačnosti; psát dobře strukturované články o ucelených tématech, vytvářet hypotézy a navrhovat postupy; napsat ucelenou práci k tématu, o kterém hledal podklady; vytvořit prezentaci a výsledek odprezentovat |

Knowledge - knowledge resulting from the course: |
- remember primary objectives terms from social security area rights when citizens are moving during active life within European member states |
- identify basic regulations of coordination (equal treatment or non-discrimination, legislation of one country, previous periods of insurance, work or residence in other countries are taken into account if necessary, principle of exportability) |
- specify general binding primary EU law rules and secondary law rules |
- describe how and why laws change and what implications this changes in social security law of member states fields are |
- specify rank of personal and fundamental rank of social security coordination in European union |
- define public administration role in social security coordination |
- create a time axis of historical development of common social policy of the European union |
- apply theoretical knowledge for model situations of case studies from area of all social benefits, health, sickness, pension, unemployment, family, social assistance |
- chose functional solutions with respect to appointed output |
- notice connection between labour law relations and social security processes |
- understand the basic aim of judicial decisions of national courts and the Court of the European Union |
- porozumět důležitým problémům sociální a zdravotní politiky při migrování pracovníků za prací, jednotlivým sociálním událostem a jejich řešením při jejich koordinaci dávek v rámci EU |

- analyse nature of social security coordination among European member states |
- orientate themselves in basic principles of subsidiarity and proportionality of EU law, its correlation with national law of member states and private voluntary insurance |
- size up and interpret organization and backup separate areas of social security activities in member states |
- apply appropriate practical methods of defining concrete social benefits |
- chose various organizational method of coordination among applying social security administrators |
- propose practical method and processes, which will be apply for professional managing social security coordination |
- create basic documentation on high professional level to apply the benefits in different European union member states in compare view of their correct form |
- mít hlubší znalosti sociálních struktur EU, institucí ČR aplikující právo EU, být schopen vnímat historický kontext veřejných politik zemí aplikující koordinaci sociálního zabezpečení, umět používat srovnávací metody, aplikovat poznatky a vyvozovat závěry |
