Course objectives:

Aim of the subject is provide to the students necessary qualification for orientation and understanding for control system of public administration activities. Specific aim of this subject is provide to the students necessary qualification for orientation and understanding for institutes of administrative justice, relations between public administration and courts.

Requirements on student
|
Written credit test
In accordance with Article 7 (1) of the Code of Study and Examination of the UWB, it is determined that the requirement for obtaining the SP3N course credit is a proper completion of a written test. The student applies for the test exclusively through IS/STAG. Four dates for the assessments of study (i.e. for the test) will be published during one academic year. If the student does not successfully pass the test, he/she can take the first resit (if allowed by the academic year schedule). If the student fails the first resit, he/she can take the second resit (if allowed by the academic year schedule).

Content
|
Teaching in the third part of the administrative law courses is focused on theoretical issues and legal regulation of the control activities in public administration. The concept of control over public power will be defined, the control activities will be generally classified and subsequently discussed in detail as the various forms as administrative control (especially administrative supervision, government supervision over public autonomy, internal control and partially financial control) and control of the public administration (specially aspects of the parliamentary control of the public administration, the Ombudsman, the Supreme Audit Office or the public as such). Special emphasis will be placed on issues of administrative courts, including selected case law in the administrative matters and other relations between the judiciary and public administration.
