Course objectives:
|
The aim is to rebuild the regions and municipalities in the Czech Republic as the bodies of public administration and policy. Attention will be paid to the general characteristics of local government basic and regional level in the theoretical and the European context, the development of regional and municipal system in the history of public administration in the Czech Republic, municipal and regional development policies in the country within the public administration reform, funding of regions, their law-making, etc. Equally important component of the course will be functioning as regional and municipal entities of public administration in both independent and delegated powers, as well as subjects of public policies - transport, culture, education. Students will also become familiar with issues of regional and local political elites, political entities participating regional and municipal elections, and not least the possibility of active participation of citizens in the functioning of both levels of local administration in the Czech Republic.

Theoretical and legal foundations of regional and municipal governments. The development of regional arrangement in the history of public administration of the Czech Republic - the history of modern municipal system in the Czech Republic. Regions and municipalities in politics and public administration reform after 1989. Regions and municipalities - their economic security, public finance and management of regional and municipal property. Regional Office, its structure, control and function. Municipal and city authorities, its structure, and management functions. Regions and municipalities in the Czech system of public administration. Regions and municipalities as rule-making bodies. Regions and municipalities as political space, provincial and municipal political elite. Regions and municipalities as subjects of public policies I. (school, transport, cultural, health and social affairs). Regions and municipalities as subjects of public policy II. (environment, economy, spatial planning, regional development, European funds, tourism). Counties and municipalities as subjects of international relations and European politics (paradiplomacy Committee of the Regions, Europe regions, Euroregions, European network of cities representation in Brussels). The problem of regional and local identity - citizen participation in local government politics.
