Course objectives:
|
The aim of this on the civil service oriented course is to enable students to extend their already acquired expertise in the field of management and control of public administration as well as their skill component. Considerable attention is paid to the interpretation of the principles and specifics of civil service and civil service employees. Attention is also paid to the competencies and skills of civil servants, especially with regard to specific common needs, activities and tasks of the head of the lower and middle levels of management.

Knowledge - students are expected to possess the following knowledge before the course commences to finish it successfully: |
detailně se orientovat se v problematice veřejné správy (státní správy i samosprávy), v její struktuře, pověřeních, rolích a úkolech apod. Disponovat detailními znalostmi právních základů státní správy i samosprávy v ČR. Rozlišovat různé typy institucí a organizací státní správy a jejich funkce, role a úkoly v praxi. Rozlišovat výkon samostatné vs. přenesené působnosti v rámci územních samosprávných celků. Disponovat základními přehledovými znalosti z oblasti řízení lidských zdrojů a personálního managementu. Uvědomovat si důležitost adekvátní nejen znalostní, ale i dovednostní vybavenosti pro výkon činností ve státní správě i samosprávě |

disponovat základními komunikačními dovednostmi umožňujícími/dále zefektivňujícími komunikaci s podřízenými (z úrovně vedoucího zaměstnance), spolupracovníky, jakož specificky i občany jako klienty veřejné správy |

Knowledge - knowledge resulting from the course: |
osvojit si ucelené spektrum detailních znalostí z oblasti státní služby v ČR. Rozlišovat a umět argumentovat rozdíly v postavení státních zaměstnanců, úředníků územních samosprávných celků a ostatních zaměstnanců veřejného sektoru v ČR. Orientovat se v otázkách profesní etiky v podmínkách české veřejné správy. Po odborné stránce se seznámit se s tzv. ?soft-skills? a jejich významem pro efektivní výkon činnosti vedoucího zaměstnance ve veřejné i soukromé správě |
