Course objectives:
|
The aim of this course is to familiarize students with the theoretical categories and problems that are associated with institutions of the state and local governments. In addition to the definition of these terms is primarily to outline the history of constitutional and administrative theory, starting with the creation of state and government in ancient Mesopotamia and Egypt, the existence of ancient Greek polis and other city-states, through state administrative system and the idea of the Roman Empire. The following is a summary of these theories in the middle ages to the present day. And thus the transformation of ideological and functional concept of the state and its administration, the emergence of autonomous public corporations (cities, universities), absolutist tendencies of state power and opposed the concept of limiting the power of the state through the separation of powers and the Constitution. And last but not least, the creation of administrative science in the 18th century, the birth of modern government in the 19th century, the birth of the idea of democratic rule of law, but also a totalitarian state in the 20th century etc. The course will also focus on capturing the concept of the modern state administration and local authorities and their ties to structure politics and civil society. Due to the process of globalization and Europeanization Czech public administration will be discussed as well as European and international dimension, in which the performance of modern public administration takes place.

History of constitutional and administrative thinking I. emergence of state and politics, polis versus large empire 4. The history of constitutional and administrative thinking II. Middle Ages (the plurality of power and rights, birth autonomous corporations, cities, universities) 5. History of constitutional and administrative thinking III. Modern era (absolutist state and constitutional, administrative science birth) 6. History of constitutional and administrative thinking IV. the end of the 19th and 20th centuries, democratic and undemocratic state, the new role of the state, welfare state, the idea of the rule of law, the state and public administration in the process of transition 7. Modern state and modern administration, the role of self government 8. Social and economical conditions of the existence of the state in postindustrial time and public administration 9. Cultural and historical conditions of the existence of the state and public administration, administratif culture. 10. Selfgovernment - historical developpement and importance 11. Restoring democratic government in the Czech Republic after 1989 12. Civil and legal control in public administration 12.
