To provide students with knowledge of structure and system of territorial administration and territorial authorities, status, authority and competency of state administration or local authority, legal definition including constitutional ground, centralization, decentralization, deconcentration and subisidiarity. European dimension of territorial administration and authority.

Knowledge - knowledge resulting from the course: |
Acquire the basic principles of the functioning of the system of public administration in the territory, spatial context, the basics of legislation including the constitutional order; the limits of centralization, decentralization, deconcentration and subsidiary; to obtain specific information on the functioning of individual state administration bodies in the territory and local self-government, including the definition of powers and powers of public administration. |

Acquire basic principles of public administration reform and historical context of public administration development, orientate in European systems of public administration.
